Biodiversity Net Gain (BNG)
Biodiversity Net Gain (BNG) is a legal requirement that ensures new developments leave the natural environment in a better state than before, by creating, enhancing, or restoring habitats.
What BNG is
At AGA, we help developers achieve BNG by providing ecological surveys, habitat assessments, and BNG reports and plans. Our team guides clients through every step, from establishing the baseline ecological value to designing practical habitat creation and management strategies, ensuring compliance with planning requirements while delivering nature-positive outcomes for the site and local community.
When BNG applies
- Applies to major and minor developments requiring planning permission (since Feb 2024 for major; Apr 2024 for small sites)
- Some exemptions: householder applications, change of use, and certain permitted developments (like Class Q/C).
- Most developments now need to submit a BNG Plan alongside planning applications.
When BNG applies
How it’s measured
- Assessed using the Statutory Biodiversity Metric (Metric 4.0) from Natural England.
- Compares the baseline habitat value with the proposed post-development value.
- Requires habitat mapping, condition assessments, and clear management plans.
What developers/clients need to do
- Commission a Preliminary Ecological Appraisal (PEA) to establish baseline habitats.
- Provide a BNG Report/Plan for the planning application.
- Commit to a 30-year management and monitoring plan for created/enhanced habitats.
What developers/clients need to do
Delivery options
- On-site: Integrating habitat creation into landscaping, SuDS, green roofs, wildflower areas, tree planting, etc.
- Off-site: Purchasing biodiversity units from landowners or habitat banks.
- Statutory credits (last resort): buying credits from Natural England.
Why it matters
- Ensures developments are nature-positive.
- Supports planning success (applications without BNG risk being refused).
- Enhances ecosystem services (pollination, flood resilience, carbon storage).
- Improves community value (greenspaces, wildlife corridors).
Why it matters
What A.G.A. Group can do
- Undertake BNG baseline surveys and metric calculations.
- Provide BNG reports/plans tailored to each development.
- Advise on cost-effective habitat creation and management.
- Liaise with planning authorities to smooth the application process.
